This would have been a great episode idea

In this episode, David befriends a young female college student who claims a 43 year old man is stalking her. The man, the administrator of a group for age gap dating for older men and young college age women, has been accused of stalking college girl. David confronts the man and accuses him of being a pervert and the man retaliates by having his goons strap David to a makeshift electric chair and electrocute him at which he turns into the Hulk and escapes. Later on, the man is talking more college girls and David again tries to stop him but the man beats him up and he again turns into the Hulk and tosses the guy aside. the man is arrested.

Maybe the electric chair scene should come at the end, though. After breaking out of that, a "regular" beat-down would seem almost anticlimactic. If you go with the electric chair for Hulk's first transformation, you would need to somehow up the ante for the second transformation. A good idea overall, though.
