Does anyone remember this episode....?

I seem to remember there was an episode where Crockett and Tubbs were caught-up in some kind of locally-politicized drug bust in a tropics/jungle setting...like Nicaragua. I believe it was either the cold open, or right at the beginning of the episode. At some point in the scene, a guy (who was not Castillo) appeared to be of some authority over Crockett and Tubbs, was American...and was apprehended along with them. I think they even addressed him with a title (Captain?).

It seemed like some kind of bust gone bad...where local authorities took over and had some sort of political motivations for double-crossing the vice cops. I had never seen this mysterious American authority figure who clearly knew Crockett and Tubbs. (Also, I think he had a hat on).

Does anyone remember this episode??
