Was Haley Just Dumb?

I know they had to find some way to kill her off. But the way Haley was so quick to believe a strange voice on her cell phone telling her that the agent who was protecting her was dead made her look really dumb and gullible. Oh and by the way, your husband is dead too! She goes into a total panic mode and leads the killer right to her doorstep.

Just because the Reaper decided to use a "down home country boy" accent, she bought it? Did they not stress to her how clever and determined he was?

Did she really believe that someone she knew from the BAU would not have found some way to notify her of Hotch's death and that it wouldn't come from a stranger? All she had to do was call her husband or one of his team on a pay phone.
