Who was Caleb Brown?

I don't understand who he was? Was he Loksat's partner? Why did he "die"? Mason was the CIA guy behind the Senator so he took his place when Kate arrested him. What was Caleb place in the story?

Caleb was LokSat's lieutenant. As a cover, he also was a lawyer in the NY Public Defender's office (so he could keep a close eye on Beckett).

BTW, I don't think LokSat "took over" for Bracken. It's more likely Bracken worked for him, or was a junior partner. LokSat was the top dog whose group supplied Bracken with drugs.

Caleb was Locksat. He was the person behind Bracken, Mason, Vulcram, etc. His cover was being an attorney to stay close and keep an eye on Beckett but in the end he was revealed to be locksat
