To you, in your opinion.
A lot of you guys seem to be so triggered by movie crap, or what you read in a book. Can I just remind you, the movie is not the book.

Who cares. I you are going to still cry about what your idea of a movie or a character should be you're wasting a lot of energy.
For me anyway, it's not just the character, though Cruise's character ( you call it twitchy ) seemed to me to be more of a real person, and more awake and aware. I believed his character in the movie more than I believe Ritchson's character is these cheap series.
Ritchson says stuff like he did last episode, "but first we have to kill a few more people". That's just one example. It is a fantasy worship the big giant man who is such a nice guy unless you're a criminal. The whole series is about 30 IQ points lower, poorly written and unbelieveable compared to the movies. I mean both movies.
The first season of the show was sort of OK, but the constant murderous rumbles where they get in ridiculous fights is so insulting to anyone who has a brain. Like - motorcycle gang pulls up with weapons with orders to kill Reacher and his crew, but decides they would rather engage in hand to hand combat. Bad guys all end up dead, Reacher's crew barely have a scratch on them.
The series is like a kid's show, except it is so violent that kids shouldn't be watching it.

So, let's do it this way: imagine someone writes a book about the Jedi. Now imagine they leave out the Force and the lightsabers. Or a book/movie about Clark Kent - no Superman, just Clark. OK? Now go back and read your comments and see how much sense they make.
