What’s the deal guy with the 1960s hairstyle?

I never saw much of this show. Too 1990s style entertainment for me. Can anyone explain the deal with the kid with the Beatles mid 60s type hairstyle?

It was just one of the things that showed what misfits they were. More than once people referred to Howard as 'Ringo'.

I work in Silicon Valley, nerdville USA and there are some bad haircuts around but I have not seen a single haircut like that, ever.
