I just want my idea to be implemented asap. I am sure nimda of filmboards.com or imdbarchive.com will be quicker to implement this

No that's not a good solution. They will keep on creating new ids and easily bypass ip filters. For a long term solution what i propose is best. Those boards will remain hidden even if people start threads and posts on them
