Bastøy is probably what you have seen. Other Minimum security prisons in Norway are a bit more "urban" for the most part, and less likely to offer you all of that, but some still do.
The only things guaranteed are: Job training, Gym, Library, movies, and fresh homemade food. And you get to choose what you wear and what you buy in the prison commissary of course. Which is normally a grocery store on the smaller side that has a good selection of healthy stuff and bad when it comes to candy/snacks.
One of my cousins has been an Inmate at Bastøy(I have 40 cousins and he is the only one who has been to prison, we are not the Gambinos)

Yes, I do, but I am from the city with the highest yearly average of Nordic light days on earth. So we are kind of used to it.

If you need context(spoiler alert): late 70s London underworld boss is being kidnapped in a very clever way by the IRA to be murdered for stepping on their business. And the scene shows exactly how he feels about the way they did it on his face using no words. Shock-Anger-Admiration-Acceptance-Sadness/fear. Perhaps the greatest piece of non-verbal acting I have seen.
75% sure it is Warm summer rain(1989).
It was shown on tv in my country in 98 and 99 and it has:
- Alot of glass beer bottles
- A small one floor house that is isolated
- A car parked next to it in atleast one scene
- Alot of drinking and f-ing.
I am not sure after giving it a quick look, but will check it out more soon.
I will also go through old archives of our tv guides. I already know it was between april and september 97-98-99 and on a friday/saturday and I only had two channels on my bedroom tv. Pretty sure this movie would have been labeled erotic something. So i should be able to find the 10ish possible candidates.

I did not expect to see a soccer table game in an American mall all the way back then. But as I also now read a girl was murdered behind a soccer field two years later in a very small town in Maine. So I guess Soccer and soccer games were maybe not that rare of an activity on American soil back then. If organized soccer is a thing in a place where 1000 people lives
